NCSPC Terms of Reference

Terms of Reference

Purpose

To coordinate medium to long term research plans for the NEPTUNE Canada (NC) science community. This will include the development of science plan contributions to major grant submissions to support NC infrastructure and operations (e.g. CFI MSI or LEF submissions), plus high-level planning for future science and network development objectives. It will also review proposals to install new instruments on NC (e.g. science proposals funded by NSERC, CFI, NSF or other funding agencies) and new instruments proposed by ONCCEE, whose operation might impact existing instrumentation already in place; consultation will occur with the NC Users Committee when appropriate.

Meeting Schedule

At least twice per year (once in person, timed to coincide with the Ocean Networks Canada (ONC) Board Retreat Meeting and/or in-person ISAB meeting). The quorum will be at least half of the non-NC staff members.

Membership

a sub-set of up to 5 NC Principal Investigators, broadly representative of the community, one of whom would act as Chair.

  • two senior scientists who are not primary NC users
  • the NC Associate Director Science and the NC Associate Director Engineering or his/her designate (ex-officio)

The duration of membership will be normally two or three years, arranged to allow staggered replacements over time. Members unable to undertake or complete their duties may be replaced during their term of appointment.

Reporting Structure

The NC Science Planning Committee (SPC) will report annually to the NC Executive Committee as well as passing on Minutes of all meetings with additional reporting/meeting as required (e.g. during the preparation of major grant proposals). The annual report would also be made available to the ONC Executive Council, the ONC Board and/or the International Science Advisory Board, as appropriate.
